XALAPA, Ver., August 22, 2022. – In order to ensure legal certainty, security and legal protection for traditional medicine and its recipients, Representative Rafael Gustavo Vararoni Magana presented to the Permanent Council an initiative with a draft decree on which amends and adds various provisions to the Health Code of the State of Veracruz de Ignacio de no ugh.

When participating in the Fifth Regular Session of the Second Recess of the first year of constitutional exercise, the legislator said that the World Health Organization (WHO) has declared that it is in favor of the use of ancestral healing practices, as long as they are in some period. Safe, respectful, affordable and effective; In addition, he noted that Goal 3 of the 2030 Agenda states that “ensuring healthy lives and promoting well-being at all ages is essential to sustainable development.”

He explained that his proposal adds to the responsibilities of the Trusteeship State Government to promote and practice traditional medicine, through the state’s health system, in the strict scientific sense.

It also includes palliative care activities, such as pain reduction and comprehensive care to maintain the quality of life of terminally ill patients, as well as original activities that include the practice of traditional medicine.

In the same sense, it incorporates into the health services indigenous physicians, by the State Center for Traditional Medicine, and others as determined by the State authority.

Finally, it is suggested that the Ministry of Health and relevant government institutions promote and support the creation of groups, associations and other organizations aimed at participating in a coordinated manner in programs for the promotion and improvement of individual or group health, traditional medicine, in disability prevention and rehabilitation, as well as palliative care.

The deputy noted the need to regulate procedures related to ancestral healing practices, in order to avoid quackery or abuse, and noted that the states of Chiapas, Oaxaca, Morelos and Nuevo Leon include traditional medicine in their local legislation, which he considered appropriate. Veracruz to continue working to protect and promote the rights of indigenous peoples and communities with respect to their traditional knowledge of health and well-being.

Initiating a draft decree amending Section VIII of Article 6, Section IV of Article 35, Section III of Article 36 and Article 55, and adding Section V bis to Article 3, Section IX to Article 6, Section V to Article 35 and Section IV to Article 36, has been delivered All Health Code of the State of Veracruz de Ignacio de la Lave, to the Standing Committee on Health and Assistance.

The proposal was joined by the Legislative Group of Morena, Representatives Nora Jesica Lagunes Juregui and Ariana Guadalupe Angels Aguirre and Representative Othon Hernandez Candanido.
