The lawmakers approved the reform of this tool in the regular session on Thursday, which was attended by representatives of the municipalities of the states of La Guaira and Miranda and the metropolitan area (Caracas).
Parliament Speaker Jorge Rodriguez explained that the new law would now pass to the executive branch for promulgation, as provided for in the constitution.
The legislator congratulated the deputies responsible for the consultation process to promote the “very important reform” of the law, and congratulated, in particular, the new laws of the renewed municipalities.
Rodriguez stressed that they now have an essential tool in this law, which has been renewed and adapted to the new era of the Bolivarian Revolution.
Congratulating the spokespersons and spokespersons of the communal authority, he stressed that “the National Assembly today passes the Basic Law.”
The head of the legislature demanded the presence of commune representatives on the platform and symbolically handed over the text approved by the deputies.
Representative Blanca Ekot, chairwoman of the Standing Committee of the Communes, considered that the reform of the Basic Law of the Communal Councils constitutes the realization of “participatory democracy and championing the people.”
The draft reform of this legal standard was approved in the first debate by a qualified majority, during the regular session on November 27, 2022, and consists of 58 articles.
On that occasion, Representative Rodolfo Crespo asked Parliament to commit itself to returning power to the people by approving this instrument and stressed that it is part of the legacy of the leader Hugo Chavez (1954-2013).
The Basic Law of Municipal Councils was drawn up in 2006 and reformed in 2009, with its approval the collegial nature of municipal councils, municipalities and other bodies of people’s power was strengthened.
