The memorandum denounced the “insistent rejection of diplomatic dialogue” by Guyana’s President Irfaan Ali, and warned that this “threatens a dangerous escalation leading to a full-scale conflict,” promoted by the US Southern Command.

Venezuela, in accordance with international law and the principles laid down in the 1966 Geneva Agreement, insisted on urging the Government of Guyana to desist from its unilateral actions, subservient to transnational capital.

He also called for direct negotiations to be taken seriously, allowing for a “practical and mutually acceptable agreement” to be reached between the two parties, which would resolve the territorial dispute, as had been agreed with the United Kingdom of Great Britain, just before the birth of Guyana.
