During the administration of Alfredo del Mazo as Governor of the State of Mexico, the Institute of Social Security of the State of Mexico and Municipalities (ISSEMyM) underwent changes of three presidents and faced numerous problems and claims from beneficiaries, workers and retirees. Jose Arturo Lozano Enriquez: August 2022-present
José Arturo Lozano Enríquez took over the general direction of ISSEMyM August 2022. He is an Accountant and Auditor General graduated from the Autonomous University of Tamaulipas and holds a Master’s degree in Taxation from the Graduate Institute of Tamaulipas. His training also includes diplomas in executive management and management skills in foreign trade, finance and results-based budgeting.
Prior to taking up the position at ISSEMyM, José Arturo Lozano Enríquez had a distinguished career in the Tax Administration Service (SAT) for 21 years, holding various positions, including District Head, Section Head, and Deputy Director. Bertha Alicia Casado Medina: February 2019 – August 2022
Bertha Alicia Casado Medina, the only woman out of the three, took over as Managing Director of ISSEMyM in February 2019, Substitute Alberto Luis Peredo Jimenez. She holds a degree in Economics from Centro de Investigaciones y Docencias Económicas (CIDE) and holds a Masters and PhD in Economics from Exxes University in the UK.
José Arturo Lozano Enríquez has gained extensive professional experience in both the public and private sectors. Her career includes various positions in the State of Mexico, as Director of Revenue and Treasurer of Huixquilucan, Deputy General Manager Credit at Banobras, External financing advisor at the General Administration for Investment and Revenue Undersecretary at the Ministry of Finance.
However, during his tenure as President of ISSEMyM, criticisms and claims arose from workers and retirees, who They demanded his resignation in March 2022, claiming a “clear inability to live the life of the institution”. Alberto Luis Peredo Jimenez: September 2017 – January 2019
Alberto Luis Peredo Jiménez was the first of three ISSEMyM holders with Del Mazo. He has university studies in management and finance from University of the AmericasAs well as master’s and doctoral degrees in public administration and public policies from New york university and the London School of Economics and Political Sciencerespectively.
Prior to taking over the management of ISSEMyM, Peredo Jiménez held important positions in the public sector, including General Director of Banrural and Executive Secretary of the Interministerial Committee on Public Spending, Finance and De-mergerization in the Ministry of Finance and Public Credit. In addition, he held the distinguished position of General Director of SAT Assessment.
During his tenure, Peredo Jiménez warned in the Mexico State Congress of the possible consequences of repealing the ISSEMyM law, stating that this could lead to the need for layoffs and affect the quality of the institute’s services. On that occasion, he had the support of the coordinator of social communication in the government of Alfredo del Mazo.
