He emphasized that this chain of killing is a phenomenon that seriously attacks communities in many parts of the country and that it unfortunately became a normal fact during the government of President Ivan Duque.
According to Cepeda’s proposal, the plan includes all the recommendations made by organizations and institutions such as the Office of the United Nations High Commissioner for Human Rights, the United Nations Peace Process Monitoring Mission, the Committee on National Security Guarantees and others.
In addition, he is considering adopting a strategy of attendance and surveillance in the municipalities with the highest intensity and frequency of homicides.
“This means combining, in a gradual way, the presence of the state, not just the army and police, with the presence of international organizations, civil society organizations, humanitarian missions, security councils and hearings of the Congressional Peace and Human Rights Committees,” he said.
To this end, Cepeda noted, mechanisms will be pursued to demand more effective results from the Public Prosecutor’s Office to stop impunity in the face of the killing of social leaders.
He added that the procedures are not only related to “investigating the perpetrators of these crimes, but also dismantling the criminal organizations that try to harm the lives of those who protect societies and defend peace.”
In this year alone, according to the Institute for Development and Peace Studies (Indepaz), various criminal actors committed 49 massacres and killed 96 leaders.
In the new government, there will be a policy for implementing the peace agreement, the contemplative attitude towards the killing of ex-combatants and social leaders, the theft of resources intended for its implementation will be ended, and the allocations for this will be punished. He stressed that the reality agreement will be increased.
