Cuban Foreign Minister Bruno Rodríguez Parrilla today congratulated Venezuelan diplomat Jorge Arreaza on his appointment as the new Executive Secretary of the Bolivarian Alliance for the Peoples of the Americas – People's Trade Agreement (ALBA-TCP).
