Speaking in the plenary session of the National Assembly (Parliament) on behalf of the groups, the Secretary General of the National Confederation of Independent Trade Unions (CONUSI), Marco Andrade, pointed out that the official proposed by the President of the Republic, José Raúl Molino, comes from insurance companies that deal with the people’s money.
Moon was an advocate of normative measures such as raising the retirement age for women and men and quotas for workers and employers, and in 2005 he was an ally of social security reforms that divided taxpayers and ended the Solidarity system. Today the institution is in the midst of a severe financial crisis.
Andrade called on the conscience of lawmakers, especially the so-called independents who make up Vamos, to not accept Moon and show their commitment to the transparency of the CSS.
In the use of the floor, about 10 minutes of courtesy, Andrade denounced that there are elements that indicate the interest of gradually privatizing the CSS as in cleaning services or outsourcing, amid a serious shortage of medicines, the interruption of medical consultations and other health services.
On that day, popular and union groups demonstrated around the legislative body, denouncing the director appointed by the executive authority of the Central Security Service for obtaining the approval of the Permanent Credentials Committee.
For his part, the President of the State received representatives of the teachers’ unions, who assured them that after consultation with various sectors, the proposed reforms to address the financial crisis experienced by the Social Security Council will be discussed by the representatives in extraordinary sessions during the months of November and December.
“I want to lead this issue within a time frame, because the country must move on to other issues. What needs to be done will not be painful for anyone, neither for current retirees, retirees, nor for those who are about to retire.”
Molino called on teachers to submit their proposals, duly supported, with a view to preparing a draft reform of the entity’s Organic Law 51, with the contribution of various sectors.
The president has already held similar meetings with other sectors such as political party leaders, private companies and some labor organizations, including CONOSI.
The CSS provides health services to insured persons and retirees, and to this end, it manages the largest number of employees in the entire state apparatus, with 31,356 officials, and a budget of nearly seven billion dollars.
The biggest challenges currently facing it are the reserves of the exclusive subsystem and the CSS trust fund which were depleted this year.
