Only the following will be excluded from compliance with this provision:

• the Passengers with permanent residency In Canada, the United States of America, Japan, the United Kingdom of Great Britain and Northern Ireland, and any of the countries forming the Schengen Area, as well as member states of the Pacific Alliance.

Note, although there are initially Cubans who fall into these categories because they have dual citizenship and one of them benefits from a free visa, in the case of residency, not all of them apply.
