Peru will replicate UK best practices in large infrastructure | News

The Ministry of Economy and Finance (MEF) today indicated that Peru will replicate the UK’s best practices and experiences in planning, financing, managing and developing large-scale infrastructure projects.

In this sense, this week the seventh edition of the Infrastructure Working Group was held between the highest authorities and officials of the Government of Peru and the United Kingdom, led by the Ministry of Economy and Finance (MEF) and the British Embassy in Lima.

Likewise, to achieve greater efficiency in the implementation of PPP projects, the use of the Project Management Office (PMO) model will be encouraged in specialized agencies for project management and implementation.

In addition, centers of excellence are being created, which will make it possible to organize and clarify standardized processes in project management and support entities implementing high-impact projects.

During the inauguration of this working group, the Minister of Economy and Finance, Alex Contreras Miranda, noted that this is “the most important tool for bilateral cooperation in the field of infrastructure that Peru has and that will allow us to move forward with a common vision towards and institutionalizing best practices and capacity development.”

He also pointed out that this seventh edition has a special significance, as it coincides with the commemoration of the 200th anniversary of diplomatic relations between Peru and the United Kingdom.

“This relationship has strengthened over time in various aspects, with regard to trade, environmental issues, investments, infrastructure and capacity building,” the head of economics and finance stated.

This edition, titled “Towards Institutionalizing Best Practices and Capacity Development,” was divided into three sessions: infrastructure planning, institutional and governance, and knowledge management and capacity development.

Progress and results

During the event, the Forum presented progress made in encouraging public and private investment, as well as in the field of public procurement.

Among the results stand out:

– Establishing the Advisory Committee for National Infrastructure Development.

– The proposed reform of the State Procurement Law, one of the pillars of which is the modernization of the Public Infrastructure Works Department.

– Establishing a center of excellence and a project management structure (public investment, public and private investment).

– Developing the capabilities of regional actors (public investment).

– Develop multi-sectoral teams to work and assist in addressing operational risks and schedule implementation problems (public investment).

– A platform to train the largest number of operators in the country and thus better transfer knowledge (public investment).

The Peru-UK Infrastructure Working Group had its first edition in 2018, and one of its most notable achievements was the development of the first National Plan for Infrastructure (PNI) and a plan to implement the BIM methodology in large infrastructure projects. Both achievements form part of the search for more efficient implementation of national projects of great importance that can generate a positive impact in the social and economic fields.

Furthermore, in 2020, a Memorandum of Understanding was signed between the MEF and the Infrastructure and Projects Authority (IPA) of the Government of the United Kingdom of Great Britain and Northern Ireland; and a Memorandum of Understanding on “Cooperation in Building Information Modeling”, ensuring continuity of cooperation between Peru and the United Kingdom in the field of infrastructure.

The UK is a strategic ally in Peru for sustainable infrastructure development and to be able to achieve this, by working jointly in developing large-scale projects in this area, the gaps that exist in the country in various areas can be addressed. Closed.Main sectors.
