Ministers want an independent regulator to control the clubs’ finances and possibly have the power to license and sanction them.

Experts from the Deloitte Auditor discovered that in the 2018-19 season, before the covid-19 epidemic, clubs in the English second tier (the Baptist League) spent 107% of their income on wages, which is more than 70% in the new goals set by UEFA.

The British government also wants the regulator to introduce new ways to assess club owners, including an “integrity test”. All this is happening against the background of the continued sale of Chelsea FC by its Russian owner Roman Abramovich, the targeted oligarch after the invasion of Ukraine.
