Pilot plan lays foundations for Ecuador’s prison population

In a statement, the National Service for Comprehensive Attention to Adults Deprived of Liberty and Adolescent Offenders (SNAI) determined that the program ran for two days with a sample of inmates from Cotopaxi 1 Deprivation of Liberty Center.

The initiative included several institutions, among them the National Institute of Statistics and Census, which collected information through interviews with men and women deprived of liberty, with socio-demographic variables and the judicial process, designed to characterize and understand the conditions of prison inmates. .

The institute explained that there was in the past an awareness stage to stimulate the participation of inmates in the pilot plan in a responsible manner to obtain correct data according to their conditions and needs.

“The information collected will maintain confidentiality and respect the rights of people deprived of liberty, as they are a priority category; the authority stressed its commitment to the provisions of the agreements concluded with the board of directors of the technical staff of the National Social Rehabilitation System.”

The census project was heavily criticized by residents affected by the two massacres that were the worst moments in the history of the prison system in this Andean nation, where 119 and 68 inmates were violently murdered in September and November respectively.

According to the information, more than 300 inmates have died and dozens were injured in clashes and riots in Ecuadorian prisons this year, especially in the Litoral prison in Guayaquil.

Citizens hold the government responsible for this situation, as they consider that the sector has been neglected in recent years, which has led to more overcrowding, poor infrastructure conditions, a lack of guides and monitoring staff, as well as social rehabilitation programs.
